El problema del abuso contra los niños y niñas, y de su explotación, en particular la sexual, es un problema universal alarmante que necesita de medidas continuas de prevención y protección efectiva a escala local, nacional e internacional.

En este sentido es que se celebra el 19 de noviembre el Día Mundial para la prevención del abuso del Niño, la cual es una iniciativa de la Fundación de la Cumbre Mundial de la Mujer (FCMM) en la que se han involucrado 149 organizaciones... En Estados Unidos por ejemplo, según datos recogidos de 50 estados 1077 niños y niñas murieron a causa de abuso o negligencia, de éstos un 77% tenia tres años o menos de edad.
En América Latina no menos de 6 millones de niños, niñas y adolescentes son objeto de agresiones severas y 80 mil mueren cada año por la violencia que se presenta al interior de la familia (Fuente UNICEF ). La incidencia del abuso a menores es significativamente alta. El promedio total de niños afectados por abuso, se estima en 25,2 por cada 1.000 niños: 5,7 por cada 1.000 corresponden a abuso físico; 2,5 por 1.000 a abuso sexual; 3,4 por 1.000 a abuso emocional; y una vasta mayoría de 15,9 por cada 1.000 al rechazo. La mayoría de estas categorías, por supuesto, se superponen, el abuso sexual y el físico usualmente ocurren al mismo tiempo; y el abuso físico o el rechazo casi siempre están relacionados con el abuso emocional....
